The City is acquiring the Indian River Water System and the right to serve the Indian River Service Territory, which is currently owned and operated by Aqua Virginia, Inc. (Aqua). This service territory is comprised of Indian River Estates, generally bounded as follows: Indian River Road as the northern boundary; McDonald Road as the eastern boundary; Towanda Road, Fontana Avenue (properties on each side). Sparrow Road, Providence Road, and McNeal Avenue as the Southern boundaries; and Linden Avenue (properties on each side) to Sparrow Road (properties on each side) as the western boundary. Please see attached map entitled "Aqua Virginia's Indian River Service Territory," which shows the precise location of the service territory.

Description of Proposed Project:
The project is the City of Chesapeake's acquisition of the Indian River Water System ("System") owned and operated by Aqua Virginia, Inc. ("Aqua"). This acquisition includes the right to serve customers in Indian River Service Territory. The System serves approximately 500 customers in Chesapeake. Due to the System's small size and limited water demand, Aqua has been unable to provide sufficient water flow volume and pressure to meet the City of Chesapeake Fire Department's fire sprinkler requirements in the Indian River Shopping center ("Shopping Center"). This has created a condition whereby the Shopping Center has been unable to lease vacant commercial space to retailers to serve many citizens who live in the surrounding area. The Shopping Center has been unable to fill its commercial space with viable customers sorely needed by the community. In addition, the water quality has generated numerous public complaints over a period of many years. Finally, because the system relies on wells and the on-site treatment of groundwater, the System is unable to maintain consistent operations when the service territory experiences a power outage. The City's purchase of the system and its incorporation into the City of Chesapeake's water system will reduce and eliminate most, if not all, of these conditions-specifically through multiple distributed connections to the Chesapeake water system; selected fire hydrant installation on existing and newly installed water pipelines; and capital construction to replace certain water distribution pipes to allow adequate fire protection. The acquisition will also provide consistent, high quality water System-wide, alleviating frequent citizen complaints.
Description of project's purpose and need:
Improve the water quality, fire protection, and system reliability to Chesapeake citizens who live in the current service territory. This will be done using multiple distributed connections to the Chesapeake water system, selected fire hydrant installation on existing and newly installed pipelines, and capital construction to replace certain water distribution pipes to allow adequate fire protection and high-quality water System-wide. Acquisition will also significantly enhance the viability of the Indian River Shopping Center, providing a much-needed economic enhancement to the surrounding area and new retail to serve many citizens who live in the community.
